While seeking re-election, a crime-ridden city's Mayor is assassinated. Seeing as how the local police is either too corrupt or too incompetent to find the killer, the city brings in the FBI to investigate. John Archer has been working his beat for a while and has become jaded and cynical. Mila Driver is a beautiful "by-the-book" investigator, who has no time for an agent like Archer. However, they must work together to solve the case and find out who was behind the assassination. They soon discover that City Hall holds more secrets than the identity of the killer. Deep into investigation Archer and Driver unveil shocking family secrets about the Vice-Mayor, who is the first suspect in the case. Things take an odd twist, when they discover that Archer's mom, Elizabeth is somehow personally involved with the Vice-Mayor. With the Mayor assassinated and the Vice-Mayor under investigation, the Mayor's most trusted assistant, James Durant, mysteriously rises to dominance as the new Mayor. How did Durant rise to power so quickly? Did it have anything to do with his involvement with a formidable "secret society" who is rumored to run criminal activity throughout the city? Running out of people they can trust, Archer and Driver discover they themselves have become targets, and must rush to uncover the truth to save the city from the criminal underworld as well as saving their own lives.
