La bahía esmeralda

In the sweaty, politically volatile South American country of Puerto Santo, there's a battle brewing. When an arms-dealing American (George Kennedy) begins selling weapons to the local rebels, he stirs the ire of a hot-headed General (Robert Forster) and raises the blood-pressure of the country's hapless president (Fernando Rey).
