The toxic effect of unchecked power drives this post-Balkan war drama about the use of crimes against women as weapons. In a remote Kosovar village a year after the end of the conflict with Serbia, an anonymous source confirms the rumors that village women were raped by Serbian soldiers to an international journalist. The news tears the social fabric of the community, whose patriarchal leaders consider it a terrible stain on the honor of the townsmen. The blustery bully of a mayor, Uka, blames Lushe, who's already something of an outsider as a librarian and de facto single mom in the absence of her soldier-husband. Insisting at first that the information is false, then that it's true only for her, Uka incites others to shun her—but even as they comply, they begin to contemplate who else was raped and how life will be different now that the issue is out in the open.
