The Fourth Chair is a documentary about negotiations and diplomacy. It is a documentary about fears and emotions of three men trying to make peace in the Balkans. One last try to reconcile the antagonists through diplomacy was made. The Troika gathered four times in May 1999 and by June 3 Milosevic signed the proposal.
