Hoshitani and the other second-years have started to make progress, but an unsettling mood in the Kao Council threatens to disrupt things. Shiki and Fuyusawa have agreed to fight each other for their ideals, and their quarrel is messing with the other Kao Council members as well. At the same time, Tatsumi finds himself overtaken by certain feelings. Sawatari quietly watches over Tatsumi as he works out his thoughts.
