The story of Empire of the Sharks is actually pretty enjoyable silliness, which I liked. I'd probably give it an average rating if the special effects weren't so bad. They really are awful and not very watchable. It's like looking at the results of a student paper where the students tried to render something meaningful, but it didn't turn out well and they still need to make adjustments.
